Police can give a person a direction to move on from a public place if they suspect on reasonable grounds that a person is or is likely to:
a) breach the peace
b) endanger the safety of another person
c) injury a person or damage property or be a risk to public safety.
Failure to comply with the direction is an offence. Police may not issue a direction to a person who is protesting, picketing or publicising their view about a particular issue (such as speaking out or carrying a banner).
